Prime Minister Robert Abela has defended the introduction of a new €83 monthly driving licence fee for certain non-EU residents following Budget 2027. Speaking during a press conference after the Budget, Abela was questioned by Lovin Malta about why residents from countries such as the UK, Australia and the UAE are exempt from the fee, while other third-country nationals could face an additional €996 annually. Abela explained that the exemptions are linked to existing agreements, including those concerning the recognition of driving licences. He also clarified that third-country nationals employed specifically as drivers will not be subject to the new charge. The Prime Minister said the government also intends to close a loophole that allowed foreign licence holders to restart their 12-month driving period by briefly leaving Malta and returning.
