Westlake says it first discussed the project with Keller leadership in December 2024, including details about the site plan, noise, water use, electrical infrastructure, and proximity to nearby homes. The town also says it moved the building farther north, increased setbacks, added landscaping buffers, and will enforce strict noise limits to reduce impacts on Keller neighborhoods. But Keller officials have said they were unaware the project had advanced this far and characterized the earlier discussions as preliminary. That leaves the two cities with very different accounts of what was communicated and when. The project itself sits inside Westlake, meaning Westlake receives the tax revenue, while some of the closest homes are across the border in Keller. Now the debate is becoming about more than data centers. It’s about transparency and how cities should handle developments that directly affect residents across municipal boundaries.
