What I think is… David or someone from Disney originally asked Jake if he’d be interested way before they announced the reboot, the reboot was in the works but fans didn’t know about it yet, and then Jake agreed that he was 100% interested but cut to when they announced the show, sorted out the casting & after they filmed the first season, Jake was hurt that they didn’t follow up on the original offer, then they decided to invite him for season 2 but due to him being hurt, he declined the offer…

Not taking sides cause really on one can be trusted - he said she said drama. But to some extent as sad it was that Max aka Jake didn't come back - i also believe he left acting cause even in his prime role on The Foster's so many drama happened that he was replaced altogether. Who can say he was asked but he had demands or wanted more money? To be honest this reboot shouldn't have happener
