Culturally speaking, a Swedish person is someone who has been socialized within Swedish culture. Ethnically speaking, a Swedish person is someone who belongs to the Swedish ethnic group. There are degrees to being Swedish (and just any nationality at all). U can be ethnically Swedish and not be culturally Swedish.
