as a person who lives in saranda, some small business also can't afford to pay the fees for the transactions on card so you are definitely right on keeping cash with you! also i rarely drive when i'm here lol even if i'm in tirana i'll walk 40 minutes or take the bus to avoid the roads. driving here stresses me OUTTT. and yes they do definitely stare. i wasn't originally born here (my parents are albanian but i was born in america) so i had to get used to it when i moved here but i have also learned how to stare right back lmao.
