That is a Standard Operating Procedure. It was evidence gathered by the Uganda Police Forensics department under SOCO, Scene of Crime Operations intelligence. At the time the case was in Court, the video couldn't be released as per the Legal court proceedings. However after the court has finalized its proceedings, such information can be released to the public.
