The most important part of InterLink’s proposal may not actually be the Reverse Auction. It is the economic philosophy behind it. A Reverse Auction gives organizations a structured way to acquire ITL from the market using their own treasury. But why does that matter? Because the long-term goal is to move organizations from: Receiving → Creating → Earning → Acquiring Instead of depending on continuous ITL allocations, organizations are encouraged to build products, generate revenue, manage their budgets responsibly, and create enough value to acquire ITL themselves. That creates a different kind of incentive. An organization doesn't compete by asking: “How much ITL can we receive?” It competes by asking: “How much value can we create?” This also explains the importance of separating governance from execution.
