Where does this idea that terrorists go round taking pictures come from. I'm familiar with many terrorist attacks and I've never come across an instance of a terrorist raking pictures. Nor can I imagine a situation where doing so would be helpful in any way.

The person who is speaking on the phone who’s saying this man can not film from public property anything he can see ? … private property he can not go on .. yet he can use a drone an fly around the site reason being they don’t own the air space.
