i do think i tend to draw france very femininely (?) in most of my art, but i guess i just draw him in scenarios where he'd use a more feminine form. I'll try to draw him more masculine/neutral some days! (as to people who don't follow me on my YT, in my personal headcanon, France is a succubus. just a fantasy twist to france's title as the country of love, romance and all that. i also use this for lore writing, And i personally interpret succubuses to be able to change their biological gender/shapeshift!)
