It’s most likely shift linkage, those old VW trans use kinda a weird shift linkage on the side of trans, and the position of those pieces can turned around sometimes from getting loose. Meaning a lever on the side could pull a synchro the wrong way. 1 and 2 on the same synchro(This trans prolly ain’t synchro’d in first or second but I’m using the term cause it’s easy) and reverse uses the first gear and a reverse gear for reverse. I would look at that first!!!

Pretty sure your issue is related to the shift linkage - I know someone who had something like this happen with a 67 bus - when tried to shift into first it would go into third - he was able to shift into first by pushing down on the shift lever first (like you would to get into reverse)

Lost 1st, 2nd, 5th, and R the other day. Had to ride the clutch all the way to 35 mph before 3rd would bite 😭
