The sentence itself has no context, therefore it could mean both of them, EG it could mean Peter admitted to Paul that he was wrong. it could mean as well Paul was wrong.

Both of the answers, Paul or Peter can be correct. There’s an ambiguity. Reported Speech doesn’t solve the ambiguity. But had it been reported speech, two answers will emerge. Peter told Paul that he himself was wrong-targeting Peter. Peter told Paul that Paul was wrong. Targeting Paul. But in direct Speech, it could mean Peter told Paul that he was wrong. Admitting his own wrong, or it could be Peter told Paul that he was wrong. Accusing Paul of wrong doing. So both can be right depending on which context you use it.
