That's exactly how it works. There's a bonus for decreasing the headcount. But this bonus is only awarded, when this very specific role isn't replaced. So no replacement for a while. The tasks will redistributed on the remaining team. That puts extra stress to the team, which the manager adresses with some bullshit speeches from time to time. "I need you to be teamplayers. We are all in this. Your effort will be noticed. Can I count on you?" After a while - not before nine months, mire likely twelve months - the manager starts to shift tasks and responsibilities among the team back and forth. In the end, some tasks remain "orphaned". Nobodie's left to do them. Now the manager can file in a request for a totally "new" role, which is on paper not the replacement for the role the employee quit from. Manager may keep his bonus. And just at the cost of squeezing the team like a lemon for a mere year. Been there, seen that.
