there's actually a way easier way to do it! - move/transform > oscillate, there's a mode called "orbit" which is this! (you can also stack oscillate effects if you'd like more movement) (might not look exactly like the video so theres nothing wrong with any method!!)

cant you parent the vector layer to the character/whatever the character is parented to as so when the character moves the vector moved too then moving the objects with it using a move along path effect? idk im surprised it doesn't work well here
