Stopping those hardships is tremendously difficult under the current leadership in the Islamic world, who sign deals regularly with enemies and are not interested in the prosperity of their countries. Dawah is defending Islam against other religions or deviant traditions seeking to co opt Islam, like we know the US govt is in the business of (see Rand documents). So yes, both are needed but fixing the leadership and every aspect of society that is failing in the Islamic world is not attainable for those living in the west so they just debate a lot as a means to preserve dignity.

Both things can be true. There should never be a stop of dawah, teaching others about Islam is a command as well. I agree ppl should also address and defend Muslim brothers and sisters around the world but making the commandments of Allah seem less important is something you should take more seriously.
