It's weighted down at the bottom, likely by rocks stuck in its roots when it slid into the water. Over time, the submerged half got completely waterlogged and heavy, while the top stayed dry in the sun. That keeps its center of gravity low so it bobs straight up like a giant fishing float, wandering around the lake.
