I’m from Texas and I have never seen this way of dealing with electric. I don’t think we have “emergency electric “ in the US. If we don’t pay our bill, they cut off the electric and we would have to call them and pay the bill and then they would turn it back on. And it sometimes takes a while for it to kick back on.
