The reason behind the sidewalk just ending is zoning really because no one owns that property. No one is required to place a sidewalk there once the property is bought then the owner is required to put a sidewalk so they just keep that sidewalk there so then they can just continue it onto the land once the property is bought.

While yes, having the lines underground protects them from the weather. do you know how many stupid people are going to accidentally dig into the power line and take out the power for the whole neighborhood, that or how many crackheads are going to try to steal the power lines

Pretty sure it to keep copper thief from climbing power line. It more open to get access to and not be underwater in a flood like Michigan to have river and lake and underground water less than 5 miles apart.

The water towers are for water storage during peak times and have less stress to underground aquifers and to provide water pressure my being at a higher elevation than the services requiring far less pumps
