As a mom with 4 kids who flies internationally every year, I will blame the parents on this one. I hound my kids on sitting in their seats and staying buckled up. They know the drill by now. Only time I will allow unlimited screen time.

Sounds like the flight crew was looking for any excuse not to work. Must be rooted in a labour dispute. A toddler can be easily restrained.
