I was literally at an elderly person's home a few weeks ago and they were sitting in their house sweltering it was 96 degrees in their home and it made me sick he was sitting in his recliner in front of a oscillating fan because he could not afford to turn on the air conditioner this is sickening

What’s happening is people aren’t on the average plan they offer which locks rates in as well. I’ve never paid over $200 for mine. Also, people should look into the free weatherization program they offer.
