For a Massachusetts child with autism, I’d start with the local DDS Family Support/Autism Support Center and ask specifically about “flexible funding for private/adaptive swim lessons for water safety and drowning prevention.”

Tennessee-Middle TN. There is a program called "Nashville Dolphins". There is a waiting list. I'm not sure if there are other programs or if insurance covers. Hope this helps someone.
