That specific memorial is in Plymouth Massachusetts, and is a memorial for fishermen lost at sea. It’s not referring to slavery.

This reminds me of the slaves who chose the sea over enslavement, cause they knew the unforgiving waters was better than the loss of ones autonomy. This also reminds me of the phonics, who traveled and traded all around the world by sea and spread the phonic alphabet that way. Throughout history human beings will always have a tendency to choose the sea despite its unforgiving nature.
