Reuters reported the rejection the same evening; the roadmap itself has never been published in full. The paper fits in two lines: Hamas gives up its weapons, Israel takes its army out of Gaza. It never says which happens first. Everyone who read the same fifteen points found a different order in them — Trump said both at once, his Board of Peace said weapons first, his envoy described a trade in instalments, Hamas said Israel moves first, and Netanyahu told his cabinet there would be no withdrawal until every weapon is gone. Verified disarmament progress so far: none reported. The plan's own answer to the trust problem is an escrow — a technocratic Palestinian committee to hold the weapons and an International Stabilization Force to keep the peace. The force was promised "immediately" in the October 2025 deal. Ten months later its legal framework is not finalised and it has never deployed, per the Guardian. Under that ceasefire, by the counts of Gaza's health officials via AP on August 10, more than 1,250 people have been killed, most of them civilians, and five Israeli soldiers. The talks continue.
