To answer this I think the safest bet is that hiten allows Sukuna to control the weather and storms. Its name references heavens which could be interpreted as the sky, it fits with Sukuna’s image as a walking natural disaster, and when he has hiten he’s often drawn amongst storms. Take this promotional art by gege as an example
