However, despite its groundbreaking design and the development of two prototypes, the program was cancelled in February 2004 due to ballooning costs (over $8 billion spent) and a shifting military doctrine that favored cheaper and more expendable unmanned aerial vehicles (UAVs) for reconnaissance and attack missions .
