For everyone saying Hina is the better choice I am guessing you haven’t read the manga. Going off the knowledge from the anime it is an initial response that chinatsu is winning while not doing anything. The thing is is she has never felt these feelings before, they are new. She perfectly explains it when she says she is unsure about her feelings and they have to bloom. As a character she has an underlying support for taiki and his dream. Although she originally knows him as the guy who goes to the gym early once she knows taiki she realizes what a kind person he is, what a supportive person he is, and his unwavering dedication to his sport. This leads to her eventually realizing that she is in love. Her form of constructive support is why taiki loves chinatsu even though originally he admires her for her appearance. This is quite similar to The Quintessential Quintuplets, where most fans were outraged that yotsuba won saying that if she was not the girl futaro met years ago she would have not won but really considering it she was always supportive of futaro since the very beginning. In both of these series it is the underlying support that wins their heart not extravagant gestures.
