I'm sorry, players are responsible for knowing the count and the number of outs regardless of what the scoreboard says. 3rd base coach should have had the runner tagging up.

Super rare but it is the right call. Tag ups aren't force plays, they're timing outs. Had they thrown to third, he would've been out and no run scored. But since they appealed the tag up at 1st instead, the run had crossed the plate and the 3rd out was recorded at another base. Only ever seen this in HS games.

How do you know he scores? You can't assume he would. It's the base runner's responsibility to know, if you are confused ask an umpire.
