No. over reinforced means more bar but less concret. but underreinforced means less bar but mor concret. we provide reinforcement for tension where as concret for compresion purpose. less reinforced is more brittle suddenly.

a beam is mostly loaded in the tension zone thus having more bars wouldn't hurt than having less

Both over reinforcements and under reinforcements are dangerous though under reinforcements is better as the structure fail in steel rather than over reinforced where it fail in concrete.generally both are dangerous
