To the Turkish Embassy and the Government of Türkiye, This message is respectfully addressed to you and to the people of Türkiye. Fred Lumbuye is a Ugandan citizen who left his country in search of safety and a better life, while using his platform to speak about governance and the challenges facing ordinary Ugandans. In Uganda, expressing political views or speaking openly about government actions can carry serious risks. For many, leaving the country becomes one of the few ways to speak freely and raise awareness without putting their lives at immediate risk. Fred Lumbuye has the right to express his views and should not be treated as a criminal simply for criticizing the Ugandan government. The killings, abductions, and human-rights abuses in Uganda should not be attributed to him merely because he reports on or speaks about them. We are therefore deeply concerned about reports or plans for a protest on 18/9/2026 calling for the Turkish Government to return and surrender Fred Lumbuye to Uganda. We specifically note the involvement of Muhoozi Kainerugaba, President Museveni’s son and the CDF of updf with no good history on his name , and the PLU political movement in organizing such a protest. The question is: Why should a political movement under a brutual dictator government establishment demand that a Ugandan citizen be returned to the very country from which he fled for safety, simply because he speaks about governance and the situation of ordinary Ugandans? We respectfully appeal to the Turkish Government and the Turkish people: please do not surrender Fred Lumbuye to Uganda because his return would expose him to persecution, torture, or death and his blood will be on you . Türkiye has an opportunity to uphold the principles of human dignity, protection, and the right to seek safety. We ask the Turkish Government to carefully consider his safety and fundamental rights before making any decision concerning his future. With due respect, we appeal to Türkiye: please do not send Fred Lumbuye into danger.
