Action 6 is better. it goes everywhere, it's rugged as hell, waterproof, way more accessories, amazing 4K quality Pocket is fragile, not as fast to set up and my phone is 90% same image quality. pocket 3/4 are overrated like bro just use your phone

Honestly, if you have the budget, get both. They’re both great cameras one shines depending on the use case. If you only have budget for one, consider what you plan to use it for, what clips you wanna take and consider how careful you are when handling cameras or gadgets.
