the best answer is that it depends. large Muppets would need to be crewed: example Big Bird, because someone is actually inside the Muppet. some are mounts and are saddled because you only need one person to 'activate' a muppet. Example: Kermit the frog. Equipment/artifact creatures for Muppets that are animatronics.

a Muppet cannot be the mount because the actor would be the mount. neither is a vehicle because neither is a mechanical method of transportation. but as the Muppet does not guide the actor and cannot act without the actor, it is neither. . the Muppet is EQUIPMENT.
