China is very very active in the US and imbedded. I wouldn't be surprised if the Chinese are trying to sell access to their espionage network. The FBI has allowed, for the most part and in spite of the intelligence community, Chinese intelligence to exist in the US. FBI counter-intelligence relies on a criminal premise from surveillance built on criminal nature. So, the FBI goes out and doesn't see anything wrong with a Chinese foreign national who takes regular yearly or twice yearly trips overseas to China, where their children work with clearance and are being encouraged to do so, with a wife that doesn't speak English and doesn't go overseas with him, and regularly brings other foreign nationals to one of his three properties not in his name as assets. The FBI then blames this on... someone else.
