The Vast majority of blind people have some amount of sight. Sight is not all or nothing. There are forms of blindness like extreme myopia or tunnel vision that would allow perfect usage of a cell phone while not giving enough vision to effectively navigate the world without a cane.

I live and work with the deaf and deaf blind. There are plenty of applications and devices to use with a phone that would help access a phone in its apps there’s a voiceover for the blind and legally blind for the deaf. Well they can see for the death line. They have a Bluetooth braille device that works with the phone so that they can read with their fingers and so much more adaptive technology available than anybody would ever know unless you know where to look or ask

I had a kid in highschool that was legally blind he could only see about 2 feet in front of him. walking would run into things unless he had his stick. he would play video games but had to be right up on the TV. so not all disabilitys are the same

talk back option. every phone has it. I have a button in the corner of my phone to activate it. I use it to read my writings back to me. to see if I spelt anything wrong.
