Well that's because there is a culture of tipping, so everyone assumes the tip is not included. When people look at the menu online, they will think the prices are expensive for what they are selling and choose a different restaurant. This will happen even if the restaurant advertises that the restaurant has no tips. So places that get rid of tipping usually do worse than if they just allowed tipping.
