Cook rice according to package directions, adjusting portion sizes as needed.  2. Meanwhile, heat a skillet over medium-high heat. Drizzle with oil, then add the ground beef, breaking it into small pieces as it browns. Once the beef is almost fully cooked, add the pepper, onion and garlic and sauté until softened. 3. Mix together the soy sauce, honey, rice vinegar, chili crisp, ginger powder and broth then add to the beef mixture, stirring to combine. Reduce the heat and allow the sauce to slightly cook down. If needed, season with salt.  4. For the broth, add coconut milk, soy sauce, chili crisp and ginger to a sauce pan. Bring to a boil and stir to combine all ingredients. 5. Assemble bowls by adding rice, then topping with beef, broth, cucumbers.
