The guy was out of line perhaps but he clearly didn't try to hit the riders. That was designed to scare them off as they were likely trespassing and definitely riding on a non riding trail. They seem pretty happy riding where they please. Kind of reminds me of my younger days. We wouldn't of said "I'll sue you" though lol. Nobody thought of lawsuits like people do today.
