you can make it illegal, but it only applies in their country, most of these scammers are out of country using "bought" numbers...so trying to lay charges and the law on these guys is almost impossible unless you have agreements with other countries to go after these people who scam

I am from framce and i never answer the phone from unknown numbers, because I know it is telemarketing. sometimes there is like up to 5 calls from telemarketing a day.

This was already introduced in Spain and I believe it's to do in the whole EU "From 7 June 2025, a law came into force in Spain banning so-called cold calls - any commercial calls without the recipient's consent. This is part of the European Union's privacy and digital ethics strategy."

in Greece we have kinda the same list BUT if someone calls you again you can take them to court and they have to pay you 10k€
