“For he is God’s servant for your good… he does not bear the sword in vain… an avenger who carries out God’s wrath on the wrongdoer” (Romans 13:4). St. Paul is referring to legitimate civil authority acting as God intends: protecting the innocent, restraining evil, and administering proportionate justice. This does not mean every ruler or government action is righteous. Authority comes from God and therefore remains accountable to God. As St. Thomas Aquinas taught, unjust laws contrary to the divine good do not bind the conscience. When government commands evil, the Christian answer remains: “We must obey God rather than men” (Acts 5:29). The sword is entrusted for justice—not tyranny, vengeance, or the persecution of the innocent.

The best way I’ve ever heard this phrased, don’t remember which version… “ behold, for he who is in authority, is God’s servant to thee for good. But if you do evil, be afraid, for he does not bear the sword in vain. He is God‘s avenger sent to execute his wrath upon him that doeth evil.”
