There’s a place my dad used to take me where there was a bunch of these formations in sandstone. They called it seven wells. It was at champion creek reservoir in Mitchell county. Close to Colorado City, Tx

Those were caused by rushing water carrying sand and small rocks and pebbles, which ate out the rock. As the water moved, it carried sand, or little rocks with it in it gradually ate it out. The rocks that were trapped in the hole that couldn’t get out just continually did circles and circles, probably millions of times and made it deeper and deeper.
