Because it’s easier to introduce a new program than it is to address the actual conditions classrooms are operating in. This isn’t about one policy being “bad.” It’s about a pattern: 👉 We keep changing what teachers are told to do… without changing what teachers are given to do it. Smaller class sizes. More support. Time to actually teach for understanding. That’s what moves the needle.
