The FDA restricts about eleven ingredients in cosmetics. The European Union has banned over thirteen hundred. That gap isn't an accident — it's a different rule. In Europe, if a chemical is classified as causing cancer, mutations or reproductive harm, it's banned from cosmetics by default, before it ever reaches a shelf. In the US, the opposite is true: an ingredient stays legal until the FDA affirmatively proves it unsafe and acts to restrict it — and across decades, it's done that only about eleven times. A 2023 law, MoCRA, gave the FDA more power to register facilities and order recalls, but it didn't adopt Europe's banned list. So chemicals restricted across Europe — formaldehyde-releasing preservatives, certain phthalates, some coal-tar dyes — are still legal in American products, in the shampoo, deodorant and lotion on your shelf. Not because they've been proven safe, but because no one is required to prove they're not. It's why a global brand can sell one formula in Europe and a different one here, under the same name.
