so by detain it means every cop can cuff anyone? anytime? so lets say i hate someone i should just call 911 and said some stupid stuff and see they got cuff. what a stupid policing. cops should investigate first, especially when the suspect have no aggression or weapons on them. if the suspect is confirmed with a crime, then they can cuff him. luckily its USA. stupid country anyway😂 what do we expect
