this looks like a water jelly tint from south Korea. you aren't supposed to pile it on like you would an american lip stain or lipstick, you dab it on lightly(layer if you want) and let it dry on, maybe smoothe it out with a finger. they definitely cling to dry spots, just gotta exfoliate beforehand 😭
