@pbsnews: It's back-to-school shopping season, and this year the average family with K-12 students plans to spend more than $860 on school clothes, electronics and supplies, according to the National Retail Federation. Some states implement what is called a "sales tax holiday" this time of year to relieve families of some of that cost. While the holidays may sound like a good deal, they not be beneficial for everyone.
