The reason Steve didn't return through the time travel device is because Steve grew old and walked there to be on the bench. if he used the time travel device he would have been the same age.

Steve didn’t return through the time travel device or use a tempad. Steve stayed with Peggy, got old and went and sat on the bench. It still could be Loki in disguise but no time travel or teleportation was used to get there. Steve simply got old and went and sat on the bench.
