Not to mention they had a law to make MORE mutants so they were popping babies left and right, but were abandoning them, leaving them on the streets to die. So when one of the mutants pointed out how they were continuing the neglect they had experienced themselves, people stopped procreating which upset the council and that eventually put that mutant in prison
