This is a little misleading. This study was done in 2016 McMaster University study led by Dr. Martin Gibala. This study found that 10 minutes of HIIT was equivalent to 45 minutes of cardio when the goal is fat loss. This study isn't suggesting one is better than the other, both have pros and cons.

HIIT is incredibly useful, especially when time is limited, but I wouldn’t sell it through the “afterburn” effect. EPOC is real, but the extra calorie burn after training is relatively modest and isn’t a fat-loss cheat code. The bigger advantage of intervals is efficiency: you can create a strong cardiovascular stimulus in much less time. For fat loss, nutrition and total activity still do most of the heavy lifting.
