yes this applies to both men and women. short adults exist. adults who looks a bit younger exists. they aren't kids and they dont even look like kids. you could argue they look like 17 years teenagers but they're still adults.

as an artist it's not about hight, it's the features of the face. the head is rounder the eyes are big ( the younger you want the character the rounder the face and bigger the eyes)

In a game with an anime style you’d think people would understand that most dishes will have characters look younger than they are. Even characters with baby faces are most likely adults. If they’re short and have a baby face it just means they’re short not that they’re kids.
