I don’t think the sealer is necessarily the whole problem. That cup wheel is plenty aggressive, but on broom finished concrete those segments are riding the high points type shit while the sealer is still sitting down in the valleys of the broom texture. You basically have to start flattening the profile before the diamonds can reach everything. I’d try a 5 or 7” variable speed grinder with a more aggressive coating removal wheel and slow the RPM down so it bites instead of skating. Just a deep broom finish on the edge from setting the broom down and starting the pull

broom finish with overlay on it. got overlay off and the drive scratched at a 9 on hardness test

looks like some type of skim coat and whoever finished it ramped it up usually i use a 7” hand grinder and circle it up the ramped spots it usually gets it 9/10
