It should be a charge and fine if a person gets on their phone after a cop approaches the vehicle. Automatically because it has become dangerous for the officers when someone gets on the phone calls family and friends tells them their being harassed even if their not then they pull up causing trouble. Then the cop's in danger and more police have to come taking officers away from other calls.

Dealing with people who play stupid and make everything so damn difficult are the ones who truly wear down cops mentally. True emergencies and true danger are less exhausting then this shit mentally on a person This is what makes cops lose it. Makes them snap. This is what turns normal stops into violence. This exhausting constant display of uneducated stupidity
