If we break it down like this. According to lore from the Narzissenkreuz Ordo and Fatui intelligence, a Descender is an Outlander whose mind and will are powerful enough to challenge, sustain, or rewrite the rules of an entire world. So simply coming from another star system or outside Teyvat, does not automatically make someone a Descender. Many people are just travelers or trespassers without that specific level of cosmic existential weight. Like skirk! Her master Surtalogi, explicitly noted that Skirk is not yet worthy of the title of Descender because her will does not possess the capacity to "rival an entire world". The Abyss sibling woke up in Teyvat CENTURIES before the traveler, (the character that we're plauong as) and lived through a full history tied to Khaenri'ah. Because of this deep integration, the abyss sibling's fate was BASICALLY baked into the fabric of Teyvat, and they were logged into the records of Irminsul. Rather than possessing a foreign will that acts independently of Teyvat's laws, the Abyss sibling's current goals (such as reweaving the destiny of Khaenri'ah) have bound them to the internal system and history of the world itself (throigh irminsul). Like the Abyss Sibling's integration into Khaenri'ah's history, Skirk's entire existence and physiology are heavily bound to the Abyss and the Primordial Sea rather than remaining completely separate from Teyvat's native laws like the Traveler. We know that yhe traveler is classified as the Fourth Descender because they remain completely foreign to Teyvat's native system of fate, leaving no data or record of their existence inside Irminsul. Unlike their sibling (the abyss sibling), the Traveler spent the last 500 years in stasis rather than actively participating in the history and nations in Teyvat, allowing their unrecorded "outlander" status to remain pure and unaltered by the world's laws. The simple answer is that a Descender is defined not just by being an outlander but by possessing a transcendent will that operates completely outside Teyvat's metaphysical laws, which makes them immune to Irminsul's memory resets. The Traveler qualifies as the Fourth Descender because they can wield multiple elements naturally and exist outside Irminsul's records, whereas Skirk lacks the requisite world-shaping "will" and entered through opened borders, and the Abyss Sibling was bound directly to Teyvat's fate and recorded in Irminsul after being summoned by Khaenri'ah.

The abyss sibling was revealed to somehow be a part of teyvat, so they’re not considered an outlander, therefore cannot be a descender, and Skirk doesn’t want to interfere with the fate of teyvat, so she won’t become a descender even though she’s a outlander. Ezpz :)

In my simple words,The traveler is a descender and sustained by lore is someone that can change,rewrite and challenge the laws of teyvat and why Skirk isn’t a descender is explained in her story quest that she didn’t want to interfere with teyvat and also her master surtalogi said to her that she was not yet worthy of that title, and why the abyss sibling isn’t a descender is bc they were already deep into the teyvat history such as them being the princess/prince of khaenri’ah this caused irminsul to keep the abyss sibling record in comparison of the traveler Tha has been asleep the entire time, causing them to leave no record in irminsul, and I remember there was a theory that the abyss sibling has “died and got reborn in teyvat and that’s why irminsul have their record..

In like a few sentences it’s just a decender is one who has the will to rival a entire world it doesn’t matter how powerful they are. Skirk for example doesn’t want to get involved with the affairs of the world meaning she doesn’t have the will of a decender so on and so forth

I mean the traveler come from beyond the star and universe and they can’t be control by the law of teyvat, having the will power to somehow alter the fundamental order of teyvat and also he isnt recorded in the irminsul and he is immune to fate.
